En ese caso penalizar a quien lo envía en vez de a todo el que lo haya meneado.
Bastaría para no afectar a cientos de usuarios rasos, y se darían cuenta los usuarios que hacen envíos.
No es la primera vez que veo penalizar sólo a quien manda un envío.
Pero es una solución teórica.
Sin saber qué quiere la administración, es difícil proponer.
@Charles_Dexter_Ward No creo que sea así, que haya muros de pago legibles a través del modo lectura es muy poco profesional en un diseño web.
Opino que lo ponen difícil, pero no imposible a propósito.
En todo caso es una jodienda para el navegante medio y por eso está justificado el descarte manual.
Luego estan los usuarios que pegan el artículo entero en los comentarios, saltándose las leyes de derechos de autor. Otra cosa que igual da algún susto legal a la administración, porque eso es éticamente indefectible cómo libertad de expresión. No cosas como los insultos a figuras públicas de dudable reputación.

Entiendo que fuera de esas categorías que mencionas, la publicidad bajo cookie se paga mucho mejor que la publicidad con cookies rechazadas.
Si no es así, sería un abuso por parte de las plataformas de anuncios. Y pienso que estaría bien que la administración lo explicase para que los usuarios hagan unas críticas más justas.

Dudo que sea un tema de atención.
La razón es más que objetiva.
Hay una norma explicita.
Y va contra el espíritu de la fundación de la página.
"La autorregulación funciona."
Pero aquí me visto ninguna penalización a usuarios llamando gilipollas a otros usuarios.
Así que ni gastes tu tiempo en eso, que parece que no es una prioridad.
